Yes, you can use GarageBand loops for commercial purposes. Here's the Apple Doc:

(Basically the only thing it excludes is to re-distribute the loops as loops.)

I don't know about the YouTube form, maybe you just fill in "Apple Loops", they certainly have come across this before.

Also, nobody cares about copyrights on Youtube. If I just posted a song from my iTunes library, it would stay.

You created the song so you don't need permission. I use my own songs in youtube videos, never a problem. However if you use a copyrighted song you may find youtube will strip the music from the video and send you a warning. This has happened to me and many people I know.
