My wife have an ibook 1.42 ghz and would like to know whether there are any limits that will affect her computer if we upgrade to 10.5 from tiger?

I'm not sure what you mean about limits?
The system requirement for Mac OS X 10.5 can be found here:

I'd advise maximizing the RAM with a 1 GB module in the one user-accessible RAM slot if you haven't already done that.
The limit would be what I read somewhere that to use DVD player with 10.5 you need to have an ibook with intel chip. If this is true and my wife's ibook is still powerPC then that would affect the ibooks ability to play dvd.
If there is such a limit on DVD Player, I'm not aware of it. I think that no such limit exists. Again, Mac OS X 10.5 requires more in the way of hard drive space and memory, so maximizing the RAM is recommended.
Do you have a link to where you read about the DVD Player limitation? I don't think it's correct.
