Why can I only FTP to one hosted domain?

I am a newbie to OSX server and I am having trouble getting ftp access to my newly added domains. I have ftp working for the first domain that I created but not any subsequent ones. I believe that I have the DNS setup correctly for the additional domains because I have manually added content to the folders for each domain (via file sharing) and the content for each domain shows up correctly in my browser.
I created a new user with ftp access to the specific domain's directory but that did not correct the problem.
My ftp client returns the following error:
The user name or password was not accepted by the server.
The site may be inaccessible or your password may be incorrect. Please double-check your login settings.
I have check the password and the permissions several times and I am sure that it is correct. I tried to ftp to the static IP address of the server and that did not help either.
Any suggestions would be greatly appreciated.
