You can assign any menu item to whatever shortcut you want in the system keyboard prefs.
Another program might be useing the shortcut key. In my case it was Evernote that was using Ctrl+Cmd+F for search. Try and find it and change it there. It worked for me. Its in the preferences in evernote.
Shortcut: Cmd+, 😉

To enter and exit fullscreen use control-command-f
Doesn't work to me unfurtunately. Using Lion OS and the latest Safari.

also, double tapping the esc button takes you out of fullscreen mode. I kinda wish they would make that the entry point to fullscreen as well :-\
