It is hidden by default.
Open a terminal and paste this:
chflags nohidden ~/Library
And you should see it pop back up.
Nowhere, but it's been flagged as invisible. To access it, choose Go to Folder from the Finder's Go menu and provide ~/Library/ as the path, or open the Terminal in the /Applications/Utilities/ folder and run:
chflags nohidden ~/Library/

Or - even easier - hold the Option key and select the "Go" menu in Finder.
I did the "
chflags nohidden ~/Library
in Terminal also the correct answer.
