they've moved or vanished! anyone know where Preferences for a given User are kept now?

I had System Preferences in the Dock with Snow Leopard where it remains with Lion.
Also available when selecting LaunchPad.
Also available via the Finder > Applications > System Preferences.
The same folder as before, but it's been flagged as invisible. To access it, choose Go to Folder from the Finder's Go menu and provide ~/Library/ as the path, or open the Terminal in the /Applications/Utilities/ folder and run:
chflags nohidden ~/Library/

Do you know what the reasoning is behind this move?
I usually have to get in their fairly often, as certain apps' prefs have a tendancy to get wonky, and therefore need replacing.
