I have installed Xcode 4.1 in Mac OS lion 10.7, Xcode is failed to download the Mac OS X 10.7 Core Library, but Xcode4.1 download Xcode4.1 developer library successfully. who knows why it is?
I have had the same problem, only thing I can think of is that you have to be enrolled as a Mac store developer to be able to download it. Hope this is not true! Maybe someone enrolled as only iOS developer can confirm/deny if they can download it?

I worry about it is true that only Mac developer can download the library, iOS developer can not download it. Hope Apple give a office answer.
I don't think it has something to do with being iOS developer or not. I can't download the Core Library and the Xcode library, haven't tried to get the iOS library so far as I have no use for it.

Seems like we are facing a policy change, people.
Is there any official statement? Why should be xcode for free, but not the library?
Nothing official, yet. But I don't think this will ever have official response. If it is a policy change and not a bug, we won't get an official response. If we were to get one, we would already have, and no onw would wait until we found that out by ourselves.
Who knows how to ask Apple for an official anwser, send mail or any thing else?
