Captive Network Assistant won't quit / hangs

A question about something that came up the other day using Mac OS X Lion's "Captive Network Assistant". This is the little box that pops up (it is not a full-fledged program, but more like the type of window "Help" tends to appear in).
The other day, the Captive Network Assistant froze on me and there was absolutely nothing I could do about it. Whenever I MousOver'ed the Assistant, I got the spinning color ball. But of course, it's OS X, so everything else was working fine.
The problem I had was this: No matter what applications I tried to force-quit (and even when I re-launched finder), I could not get the Captive Network Assistant to disappear.
With a bit of fooling around, I imagine I could have gone into Terminal and killed the process manually, but it seems to me this is a bug -- force quit should be able to force quit any window that pops up.
Thoughts? Suggestions?
