I had the same problem too, and here's how I fixed it:
Go into System Preferences > General.
In the "General" preferences pane, uncheck the "Restore windows when quitting and re-opening apps".
Close system preferences, and reopen Safari.

but it is happening in other programs like Excel. any suggestions!

The System Preferences pane is a system-wide change; as far as I know, it should also affect Excel and other Microsoft applications; for example, Firefox used to resume where I left off, and so did Pages. Try it out and see for yourself.
