When you sign up for the iOS Developer Program do you get a discount on the purchase of an apple desktop, such as a mac mini?? If so what's the discount percentage??

No hardware discounts for joining the dev progam. you may be thinking of the select and premiere dev programs which used to offer a discount, but cost way more than the 99 bucks it is currently.
