My iphone 3gs will not turn off.
iPhone 3GS, iOS 4.3.3
Hold down the on/off and the howm buttons at the same time until you see the Apple logo.

I've tried that but it doesn't work. I've held down the off button then pushed the home button but then the voice control comes up.
You need to hold both buttons down at the same time.
If you still have 1 year Warranty or AppleCare Coveage, take iPhone to Apple for Warranty fix.
Sounds like your Power/Lock Button is Broken. Does your Mute/Vibrate Switch work? Do your Volume Buttons work? If they work, then sometimes a tempory fix for broken Power Button is to Squeeze/Pinch the corner Front Screen to the Back Case while pushing the Power Button. If all 3 button systems I just mentioned are broken, likely that Flex Cable #5 has come loose from the Logic Board, this is easy fix for Apple Genius. If the problem is just the Power Button then you most likely need to replace the Headphone Jack Cable #5 which includes the Power Button.

Sorry for the dumb question as I'm new to all this, but how do I get Apple Genius in the UK to help fix the Flex Cable #5 problem (the phone is out of warranty) & how much would it cost..?

At my Apple Store with appointment, and when asked, the Genius will reseat Flex Cable #5 Connector to the Logic Board for free. Cannot hurt to ask.
