Safari 5.1 unable to install extensions

I've recently upgraded to Lion and Safari 5.1. I have tried to install extensions with no luck. Regardless of extension, I receive a popup window that says "An error occurred while installing the extension “XXXXXX”." According to the preference setting, extensions are "on" but no extensions are listed. Any suggestions?

Quit Safari.

Go to ~/Library/Safari/Extensions. Move the Extensions.plist file to the Trash. Relaunch Safari and try adding an extension.

If that didn't help, go to ~ / Library / Caches / com.apple.Safari/

Move the Cache.db file from the com.apple.Safari folder to the Trash and restart your Mac.

OK, found that the home library was hidden so changed that in the terminal and found the files. All trashed and emptied but no change. I do not have the ability to (for example) delete website/tracking info via my privacy preference setting nor to install extensions. It's like Safari has locked me out. I am the owner/have admin rights. Any ideas?
