You can't download programs/apps via Safari, or any other browser on the iPad. You can only download apps onto the iPad either via the App Store app on the iPad, or by the iTunes App Store on your computer and syncing them across. Look for VLC in the App Store instead.
Tell Me where to find it as I have on there and cannot find it.
The VLC Media Player was in the App Store but was pulled in January 2011. See http://www.iphonefaq.org/archives/971202
Looks like the media player has been removed due to copyright issues - from VLC website from 9th Jan
The VideoLAN project has been notified that the build of VLC for iOS that was submitted on the AppStore by the company Applidium has been removed by Apple from the iOS AppStore.
The VideoLAN non-profit organization is a 3rd party in this matter and, while VideoLAN regrets the annoyance that could be caused to the users, VideoLAN is not responsible for this matter.
However, we are going to work and try to discuss with all the parties to find the best solution in the shortest time possible.
So it is not currently available. Here in the UK there is still a VLC Streamer app which can stream content from your computer
Seems it was on iTunes before, but got delisted for licensing reasons. I presume what you are trying to do is download and install the app. Here's the best answer I found on how you might get the app and install it:
