Aug 15, 2011 8:29 AM in response to masa Tby sneer,I had the same problem on *three* separate macs all running Snow Leopard 1.6.8. Not only were my System Preferences > Accounts not loading but so too was the Disk Utility crashing every time I opened. I also tried opening the Directory Utility as suggested above, and that too was frazzled.
I fixed everything in one fell swoop by following Sirsky's solution on this thread:
I used Pacifist to open my Mac OS X Install DVD (10.6) and manually pulled out the PlatformHardwareManagement.framework. The one that was installed on my system was dated March '07, I replaced it with the one from the installer DVD.

Aug 18, 2011 7:45 AM in response to David L. Huxtableby Mark Mogilner,This also worked for me. I would just simply add to restart afterwards. For those who are bewildered by the Directory Utility when you launch it, just click on Directory Editor, and look down the first column for Guest or Guest1, and click on it, and then the minus button at the bottom.
I will say that I had had a non-functional Accounts preference pane (now Users and Groups in Lion) since Leopard, I believe. Thank you for this solution.

Aug 28, 2011 8:44 AM in response to David L. Huxtableby Gilles_from_Vernon,Thank you David, after a week of trials and unsuccessful searches, your solution fixed my problem : I had a second guest account in the system (which was a Snow Leopard Macbook Pro upgraded to Lion).
Could it be that the guest account I activated once on Snow Leopard, but which was disabled at the time of the Lion upgrade, was considered a regular account when I again activated the guest login in Lion ?

Oct 30, 2011 3:37 AM in response to David L. Huxtableby rbws,Thanks David. Your solution worked and saved me from having to reinstall Lion. I have to admit that I've had more issues with Lion than any other previous OS X upgrade. Roll on 10.7.3...
