On the UK keyboard that I'm using on mine it's on the numeric section - press the '.?123' key and they should be on the middle row.

In gmail, I could not type the colon or forward slash while entering name in the To: section. So I typed in the the body then cut and pasted it in the To: section. But this is not allowed on mail server?
In the Mail app (not a Gmail account) in the 'To:' field I get the forward slash on the '.?123' section of the keyboard, but not the colon or semi-colon, so I guess that Apple don't consider them to be valid for that field. If you have email addresses that contain those characters (and I havn't and I wasn't aware that they were valid) then you could leave feedback for Apple (http://www.apple.com/feedback/ipad.html), and/or store them in Contacts so that you don't have to type them in each time.
I solved this problem of not being able to enter a colon for an email address by creating a keyboard shortcut
Go to Settings, general, keyboard and create the necessary shortcut. ( I also created one for my email address which saves time typing it in)
With the new iPad press microphone and record the word semi colon. Seems to work.
