PPC apps use the older architecture before Apple switched to Intel processors.
My printer installs a power pc app using rosetta, so if i upgraded to OS X Lion, that wouldn't work. i have a new 13" intel i5 MBP.

Right it wouldn't work, you will need a new driver for your printer.
And since there isn't a Intel one already, after all this time, it looks like they don't intend to make one or you haven't found it yet.
Printer makers sometimes don't provide software improvement to force turnover.
PowerPc was the old Motorola chip set. Ancient history.
