That's too bad...
If you wish, you could try submitting your configuration to the developers, and let them check what is making the app not to work.
(When you open Psst, under the main menu there is the "Submit Configuration" item to click)

I think PSST is an elegant way to create and activate the files.
IMHO I think the only solution is to try to edit / modify the EFI Firmware but I can't find an editor on Internet.

1. open "System preferences", Sound and "Output" tab
2. Unplug your headphones and watch "select a device for output" list
3. After a while there should be appearing "Internal Speakers"
4. Check "mute" checkbox from bottom
5. Plug your headphones back, mute checkbox shold change back to unchecked
now startup sound should be muted

Sep 1, 2011 5:10 AM in response to maximilian Jehuda Izchakby Crazy Skull Guy,I figured out what might be wrong for a lot of you after some testing. StartupSound.prefPane does work you just have to set it up correctly. Here is what I did:
1. Enable the root user. Use the following instructions and when you do use the Directory Utility...it's easier.

2. Once you have the root user enabled. Go to System Preferences> Other> Startup Sound while still logged in as the root user.
3. Check the "Turn onstartup volumecontrol" box.
4. Turn the "Startup volume" all the way down.
5. Check the "Mute" box.
6. Shutdown (don't restart) your mac and from now on the startup sound should be muted regardless of whether you shutdown or restart.
7. Make sure to keep your root user enabled. Disabling it disables StartupSound.prefPane.
The few problems I was having was that I was just restarting and I had the mute box checked but didn't have the volume turned all the way down. It seems dependent on the volume being turned all the way down and making sure you shutdown once.

Since the third boot I can't mute anymore startup sound.
I repaired permissions and resetted PRAM.
I tried to follow the Andressade's Instructions and...... the boring sound comes out the internal speakers each time I reboot!!!
Andressade's instructions worked only three times for me.
my iMac: 24" Early 2009 - Intel Core 2 Duo - 2,66 Ghz - 8Gb Ram - 640 Gb Internal HD - NVIDIA GeForce 9400 -256 Mb - Mac OSX 10.7.1

do shell script "osascript -e 'set volume with output muted'" password "yourPassword" with administrator privileges
This sets the internal speakers volume to 50%, which is what I use.
do shell script "osascript -e 'set volume output volume 50'" password "yourPassword" with administrator privileges

what happens if you open "System preferences", Sound and "Output" tab, unplug your headphones (i fyou have any), check mute checkbox, without pluging headphones back restart your mac.. After restarting is mute checkbox still checked ? If not then i suspect you should have some startup script or program that unmutes internal seaker
