OS X Lion ignoring keyboard "repeat rate" setting in System Preferences

I upgraded from OS X 10.6 to 10.7, and I previously had the keyboard "repeat rate" setting at the highest level in System Preferences. OS X 10.7 is ignoring this setting, at least based on a consistently slow repeat rate in every text editor (with no key rate acceleration whatsoever). Is anyone else seeing this?
