I believe Safari 5.1 is what comes with Lion. Not at a Lion system so can't check.

safari is installed for OS X Lion with the upgrade. there is no separate download.

I have an open issue with apple care for a safari problem after upgrading to OS X Lion--my safari does not load any pages.

Did you burn a DVD of the Lion installer. You can pull it out of the Packages Folder.

It does not seem Apple has made this available as a stand alone.

The download worked better with Firefox not sure why. At the bottom of the page after the captcha>> slow down load is the Free link, it took about 4 minutes to download on my test.

Make sure that you're using the Safari application that is in your applications folder. If your previous version of Safari wasn't in the applications folder, it won't get updated. But Lion will put the latest version in the applications folder.
