iPad is not starting up. screen is blank and battery is full charged. what to do?

Have you tried pressing the home and off button together for at least 10 secs until the apple appears.(ignore the slider) This is just like rebooting the computer

im having the same problem and have tried the suggestion you made. no success. all i get to see is the apple icon in the middle of the screen and then it goes blank again. i can clearing see on the white part of the apple icon that the screen is having some sort of problem, i can see "lines" flashing through the symbol while it boots up and then the screen goes black again. i have never dropped it, bumped it, or done anything to it. its never died from not charging and it is always plugged in at night. any other ideas? I have an iPad 2

If the passcode has disabled the iPad read this. You need to restore by using the computer that you originally synced to if you want to keep your data.

If you are saying that the iPad is not being recognized in iTunes you can try to restore in recovery mode. this article explains it for you.
