Unable to browse album art

I've been using iTunes 10.4 for a while now and have had intermittent problems wherein Cover Flow will not display Album covers. Sometimes it was necessary to Logout/Login or to restart the computer.

Today neither of those strategies will get iTunes cover Flow to display art (which appears in Grid and Album List views). How can I get this working?

Btw, I get the message "iTunes is unable to browse album covers on this computer"

I tried going back to iTunes 10.3 from the Apple site and a new library but had the same problem with Cover Flow.
