how do you lock the taskbar

I somehow unlock the taskbar at the bottom and it only comes up with you hoover over it with the mouse. We need it to stay up. How do I do that?

iMac, Mac OS X (10.6.1)

Apple menu > Dock > Dock preferences.

there is an "auto-hide" function.
