I download a CSV file with stock quotes every day; and every day when I open it, Snow Leopard gives me the same popup:
Is there a way to say "Yes, I'm sure; so please make a note of it and stop asking me the same question every day" ?

Download the free application TinkerTool (not "TinkerTool Pro," which is something else.) In the Applications tab, select "Don't show quarantine warnings for downloaded files." Log out and log back in. You will lose the built-in malware protection if you do this.

That pop is is for your benefit so you are aware that you are opening a file downloaded from the internet. Thereby you have no excuse if junk or malware gets installed. You authorized it.
