I can not open my System Preferences. It is not in my Applications folder, nor my Dock bar. It does not open from my Apple drop down.

I can not open my System Preferences from my Apple drop menu. It is not in my Applications folder, nor Dock bar. Can someone assist me?

iMac, Mac OS X (10.5.8)
