First, I couldn't even access the photos I'd taken. Then I reset the phone (holding Sleep/Wake and Home button at the same time). Now I can see my photos, but the camera icon doesn't come up. So I am unable to take a photo. What can I do? I have a 3GS 4.3.5.

That happened on my Iphone 4! i took it to the apple store & they replaced it! 🙂
Try another Reset using the Home and Sleep/wake Buttons
Have you moved the camera icon to another page of the Home screen? Try going to Search and enter "camera".
Have you disabled the camera in Restrictions?
Do you have a corporate Exchange email account? If so your IT department may have restricted the camera.
