Disabled how? Was it jailbroken, or did something happen during an update? A little more info makes it easier for us to help you.
I would suggest trying to sync it to your computer and do a restore if possible.
Strangely enough my Iphone 4 packed in today as well, I cant turn it on, it switched off whilst browsing internet for cars today about 7pm. I have tried the itunes nothing, the computer doesnt even acknowledge it. Can someone help please.
Plug it in to mains power for at least 15 minutes. If it doesn't come on, try a reset by pressing the home and sleep buttons until you see the Apple logo, ignoring the slider. Takes about 5-15 secs of button holding and you won't lose any data or settings.

Please define "totaly disabled". If you dropped it in a lake or ran over it with a truck, you're pretty much hosed. Short of that, there is probably a solution, but we have no idea what's wrong if you don't tell us what's happening.

Allready done that.
I got this phone from a friend an he has vergotten his entry code or acces code
So the phone is starting up and doing nothing. Only the emergency call can be made.
Is there a way to override these access codes, so I can start up again?

You'll need to restore it if you want to be able to access it.
I doubt you'll be able to get into the phone if he's forgotten the code.
If your "friend" forgot his entry code (which seems almost unbelievable) the only option is to restore the phone as new with iTunes. If there was any other way there would be no point in having a security code.
Look KTNdude, I try connecting my iPhone to my MacBook Pro and iTunes tells me that First I need to input my code from my iPhone, but for some reason I can't. What do I do? I searched all over the internet about 2 hours and found two ways.
The first one that didn't work for me but might work for you:
1. Plug your iPhone into your PC or Mac with the USB cable.
2. Press and hold the power button and then slide to power off the iPhone.
3. Press the power button to turn on the iPhone on and keep it held while simultaneously pressing the home button. After a few seconds a yellow alert triangle will appear and the iPhone will say it is iPhone Restore Mode.
4. Open up iTunes and click on the Summary tab.
5. Click on Restore to restore your iPhone.
This will reset all your iPhone's setting to the factory defaults, including the Passcode.
Or the othe method, which worked for me:
1. Disconnect the USB cable from the iPhone or iPod touch.
2. Power off the device (Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider.) Wait for the the iPhone or iPod touch to turn off.
3. Press and hold the Home button while reconnecting USB cable. When you reconnect USB, the device should then power on.
Note: If you see the message "Charging... Please Wait" let the device charge for at least 10 minutes to ensure the battery has some charge and then start with step 2 again.
3.Continue holding the Home button while iPhone starts up. While starting up, you will see the Apple logo.
When you see "Connect to iTunes" on the screen, you can release the Home button and iTunes will display the recovery mode message:
If you don't see the "Connect to iTunes" screen, then disconnect the USB cable from iPhone and repeat steps 3-6.
