App Store wont verify my paypal account

I wanna buy a app from the app store but it wont let me.

This is what is happening:

1st: I click on the app store and find the app I wanna buy.

2nd: I click buy and it ask me to sign in and I do so.

3rd: It says I have to verify my billing info

4th: I click on paypal as my billing info and then click continue.

5th: Paypal opens and I sign in and then click " I Agree To Terms" button.

6th: I then go back to the app and click buy and then it wants me to do all the above over again.

What is going on! This is my first time using the mac app store and it kinda disappoints me.
