Why doesn't a T-Mobile Sim Card work with an iPhone?

I understand that sometime before 2010, it would be understandable that, well, only AT&T Sim Cards would work with an iPhone. However, I heard AT&T bought T-Mobile. So, why doesn't a T-Mobile Sim Card work with an iPhone?

ATT has not yet purchased T-Mobile. Your ATT phone is locked to ATT. it can't be used with any other provider.
