I have not tried Google GPS Navigation on the iPad but it works great on my Android phone. So I assume it will work as well on the iPad. Here is a link to some info about iPad and Google GPS Navigation http://apple-ipad-tablet-help.blogspot.com/2010/03/google-maps-navigation-for-ip ad.html
It should work, but keep in mind that Google Maps downloads maps on the fly, so you may use a lot of your data allotment. So, unless you have an unlimited 3G data plan, you may exceed your data limit.
It depends on your definition of 'navigation'. The pre-installed Maps app on an iPad will not provide real-time, automatic updating, turn by turn navigation. It does provide directions and a trail on the map along with your current position. In general, it is not a true navigation app. I suggest you try it out as a passenger in the car... experience is the best teacher.
For true, industry standard consumer navigation, you need to purchase an app. I suggest one that has pre-loaded maps, i.e. TomTom, Navigon or the new Garmin.
you can just buy tomtom, garmin or copilot even if they are in iphone versions and as such not as pretty they work fine
mind you only the 3g version of ipad got a gps chip so the wifi one will never do
