You can use your iPad as a remote to control the Mac Mini or screen share from the Mac Mini. There are plenty of apps in the App Store to do this.

Yes you can use an iPad to view and control a Mac. On the Mac you can then of course run Flash and print. You want to look for a VNC app for the iPad to control the Mac. Screen Sharing on the Mac can be configured to allow standard VNC clients to connect (normally it only accepts Screen Sharing connections.

However an iPad does actually cost more than a monitor for the Mac and Flash is still awful.
