You need to place the iPod in recovery mode and then restore the iPod via iTunes.  For recovery mode see:

iPhone and iPod touch: Unable to update or restore

SInce it is not your syncing computer you can only restore to factoy defaults/new iPod.  It will be like it was when you originlly purchased the iPod.

If you had a backup you could restore from that backup.  The backup is located here. You may have to turn on showw hidden files.

  • Mac: ~/Library/Application Support/MobileSync/Backup/
  • Windows XP: \Documents and Settings\(username)\Application Data\Apple Computer\MobileSync\Backup\
  • Windows Vista and Windows 7: \Users\(username)\AppData\Roaming\Apple Computer\MobileSync\Backup\

You can redown stuff here:

Downloading past purchases from the App Store, iBookstore, and iTunes Store

The music only applies to the USA for now.

Connect the iPod Touch to iTunes in Recovery Mode and restore it to factory settings.  See this article for instructions on getting your iPod Touch into Recovery Mode.

http://support.apple.com/kb/ht1808

This means you will lose everything on the iPod.  There is no other way other than knowing or remembering the passcode.
