I would certainly suggest that you read the link that has been posted for you above mine.
But the short and sweet answer is no - if my experience is any indication of battery longevity. My pad is 10 months old - I have charged it overnight almost every night since day one - and I get the same 10 hours or so of daily use out of the charge that I got from day one.

Normally charging IPAD overnight or not to 100%, the battery loose around 7% of its capacity a year.
When the battery loose ~20% of its original capacity in about 3 years there is a sharp degradation and the battery is not able to hold the charge. It may last more or less depending on the use.
But if you charge to less than 100% there is a great increase the battery longevity.
For example, if you charge up to 80% the battery longevity may reach 10 years. It is good as the battery replacement in IPAD is not that easy and have a cost.
Below data about battery longevity (cycles) discharging fully and charging to different levels.
Good practice is also not let the battery fully discharge as it will also reduce the battery longevity, you may start charging at 30~40%.
For example, Samsung have this feature of charging up to 80% in their notebooks to improve the battery longevity.

The quickest way (and really the only way) to charge your iPad is with the included 10W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night.
