Why does VNC not shutdown a Remote LION Computer

Probably 3/4 the time when a VNC connection is used to login to an administrator account, a shutdown selection off of the apple

menu (top left) does not shutdown Lion it perform a reboot. Looks like the administrator does not have permission to terminate a standard user's

session. Sometimes this happens even after a logout of all sessions. Really buggy it seems.

Anyone have an answer.
