Is it possile to buy the Ipad2 wifi and then use your Iphone Data plan to connect your ipad to 3G network? Therefore using my iphone as a wifi-hub for the Ipad instead of paying for another data plan?

To my knoweledge, there is currently know way to do that. However, it is rumored that apple is soon going to come out with that. The idea is called "Tether". It would allow your iPhone/iPad3g to act as a wireless hub (like you want) for up to 5 devices.

Have apple not already come out with this as when i was browsing through my iphone, within the network area there is an option that says 'Internet Tethering'  would this be it?

If the plan with your cellular provider permits Tethering, then yes, you can do what you ask.

Absolutely you can do this.  If you have iPhone 3GS or iPhone 4 and your carrier offers a tethering plan, you can certainly use that to give your iPad a wifi hotspot anywhere you have 3G service.  AT&T offers tethering.  There is additional cost and for anyone who had an ulimited data plan with AT&T, they will have to give up the unlimited option and agree to a capped data plan.  Currently, that option costs $45/month and includes (I believe) 4GB of data/month.
