Apple ID disabled, tried to reset password still does not work

Hi, I have received an error message that my Apple ID has been disabled. I followed instructions about resetting password but it still does not work. My apple ID is valid and I am able to login but just not purchase any apps, gives me the error message that apple id is disabled. Please hellp?
