First just perform a normal restart then you have to uncheck the box that says "reopen windows when logging back in"
on your next restart perform
control + command + eject when in finder. This is will force the computer to eject
If you want to do a shutdown
control + option + command + eject
this will skip the dialog box.

why i'm annoying is if i dont want it restore my window,
I need to manully click the apple and choose "shut down" and uncheck the dialog box
I use to shut down my mac by short keys BUT it only skip the dialog box ,
it STILL restore all your windows and apps when next time you turn on your mac
the problem is i CANNOT use the keyboard shortcut as the DEFAULT is setting to "retore all windows"
skipping the dialog box dont really help anything on my issue .... : (
