Can pre-render the 2:3:2:3 conversion before exporting to tape

I finished an edited on a 23.98 project that I now have to export to tape. Unfortunately the computer I am using is not fast enough to handle the 2:3:2:3 conversion in realtime when exporting the timeline to tape. Is there anyway I can render the project into 29.97, i.e. perform the conversion in a render, not in realtime? Since the computer can handle standard 29.97 output from the timeline.

Will there be a quality loss?

Powerbook G4 1.5, Mac OS X (10.3.9)

Does it stutter even if you have 'Mirror to Desktop' - in the Audio/Video Settings dialog, A/V Devices tab - turned off during your Print To Video/Edit To Tape?

(I've found that to be just enough on sluggish systems to get thru a PTV/ETT)
