Flash player is not compataible with the iPad at this point. With any luck, perhaps Apple will will let us have it in the iPad soon.
It's also Adobe's fault for never being able to create a decent version of Flash:

If you use the BBC News app you can see embedded videos, as well as watch the news channel live.
I would not hold my breath, there is no Flash for the iOS. So there is nothing for Apple to allow and there never has been.

You'll have better luck convincing those sites to include support for additional video formats than you will trying to get Apple and Adobe to agree on Flash as it exists today. Note that there is a Flash security update most every month.
