No "Accept cookies" in Security tab of Preferences

A website I visited said that I could not see information because I had not enabled cookies. I clicked on Safari and selected "Preferences" and the "Security" tab. There is nothing about cookies. What is wrong with my Safari Version 5.1 (6534.50)? Attached screen shot:

Nothing's wrong. Select the Privacy tab instead.


One of the changes from the previous version of Safari.

I have this same issue with my Safari version 6.2.8, OS X 10.8.5.


I went to privacy instead and the only thing about cookies is a button to block cookies: always, never, or from third parties and advertisers…in this case, the button is already on "never". Enabling cookies is not the same as blocking it right? I am thoroughly confused. Please help.
