Why does lion switch away from applications on wake?

Everytime I open the lid of my computer and resume from sleep, Lion switches me away from the full screen app that I was on. For example, if I have Safari open and the Mail app open, and I close the lid of my computer while on Safari, when I open the lid of my macbook pro, it will switch me over to the mail app. This seems to happen to any application that is open. If the mail app is open and fullscreen, and I put my computer to sleep, on resume it will switch me to fullscreen Safari. Does anyone know why this is?

I have a mid 2010 mackbook pro.

Actually, upon further testing, it looks like this issue is related to the "require password after 5 minutes on sleep or screen saver begins" option under the security preference pane. Checking the box and resuming the laptop from sleep before 5 minutes has passed causes desktops to switch. A workaround would be to use immediately but the issue is still quite unfortunate.

I would file a bug report but am unsure of how.
