Can't locate the NetInfo Manager

I followed the instructions to open the NetInfo Manager under Utilities but its not there. The reason I'm looking for it is to set up a root user and password so I can log in as root in the Terminal to reset my password for the Quicktime Streaming Server. Also, I don't see Terminal where it should be and when I try and click on it from the Mac Help it tells me that it is not there. I recently got my mac last October and am still lost on some things. Can anyone help me out here, please?

I'm not exactly sure if this is possible, but maybe a more expierenced poster will know.

If you insert you Tiger Install DVD and you open it, there is a folder called called Applications and inside of that it Utilities. In the Utilities folder are the following:
Disk Utility
Installer
Network Utility
Open Firmware Password
Reset Password
Startup Disk
Sysetm Profiler
Terminal
VoiceOver Utility

I'm thinking you could copy and paste Terminal over.

The other option is is to do an Upgrade from the Tiger Install DVD. This will not erase any files or documents of yours and could possibly replace missing Apps. Again I'm not entirely sure so you might want to wait for a more expierenced poster to give the "go ahead."

Use Pacifist to extract the missing applications from the most recent Mac OS X 10.4 updater or installer which contains them. The Utilities folder should contain the following applications in Mac OS X 10.44:

Activity Monitor
AirPort Admin Utility
AirPort Setup Assistant
Audio MIDI Setup
Bluetooth File Exchange
ColorSync Utility
Console
DigitalColor Meter
Directory Access
Disk Utility
Grab
Grapher
Installer
Keychain Access
Migration Assistant
NetInfo Manager
Network Utility

OK, I tried to find where the update is stored at but couldn't so I since my machine is still pretty new and I don't have that much stuff on it yet I'm just going to back up the itunes folder and then reinstall the Mac OS X disc that came with it and choose the format option and start from scratch. Maybe then it will show the Terminal and other apps where they should be under Utilities. What are your thoughts on this process?

Went ahead and Archive+Installed a new System.
No problems and now can access Keychain and also have
Netinfo Manager available.
Weird. Never seen this before.
Wondering STRONGLY if my Qucktime 7.0.4 Uninstaller could have done this.
Doubt it but that is the only 'uninstaller' I've used in months.
