I bought a used iphone yesterday and it has a apple id on it and I need to know how to change that apple id over to my id. I do not have the password for the previous owner. Can someone please help me with this? Thank you!

Why would anyone "sell" their phone with their data still on it, instead of deleting everything or restoring as new?
Why would anyone "buy" a phone with a passcode on it and not get the passcode from the seller?
Settings>Store...tap the ID shown...sign out...sign back in with your ID.
However, what you should do is restore the phone as a "new" device in iTunes to completely remove all of the previous owner's data. That way you can set it up anyway you like.

You won't be able to unlock the phone to change the ID without the passcode. Likewise, you won't be able to restore the phone using a different computer than the original owner used without the passcode.
Although there is a way to restore without the passcode, if you legitimately purchased it, there should be no reason why you can't get the passcode from the seller, right?

Removing data is all or none, and "forgetting" to do so before selling your phone is no "small thing" - it's like selling your purse with your wallet and credit cards still inside.

Every day there are posts from people with obviosly found or stolen iPhones who mysteriouly "forget" their passcode (or forget to obtian it from the prior owner) and who somehow don't have access to the computer the phone was synced with, looking for help to gain access to the phone. I'm not interested in helping others boost iPhones.
