How do you get speech voice off the login screen?

It is present no where else but there... I've tried "speech" and "sound" controls in "preferences" and cannot figure where the controls are for the login screen speech...it looks as if everything is turned off. Was it somehow turned on somewhere else? Or possibly from a plug-in? Please help, it is quite loud and boisterous. It speeches everything that I type or do when loggin in, as well as give more info. I just cannot find where to turn it off. Thanks.

Got it. For all you with this problem...Not only does voiceover toggle on and off after logging in, if you want to turn it off before logging in on the login screen you have to toggle it off there as well. I though through universal that you could toggle it off for the whole computer, no. You have to toggle (command+f5) in both before and after login in order for it to be off everywhere. Hope this helps, took me a couple months to figure this one out.
