what might work is this:
- place your iPad in recovery mode
- restore it from the backup of your iPhone
all the current content on the iPad would be lost, and replaced by what's on the last backup of your iPhone.

Thanks, but that solution is a bit to drastic for me.
It is my wife's iPad and she won't like to see it all cluttered up with my apps

When you click on "purchase" option on your iPad it will ask you to sign into iTunes. When you click purchase it says "you have already purchased this. Press OK to download again" or something like that. Mine would not transfer in-app purchases but I did this with all of them on iPad and they work fine now.
