If it is a commercial DVD, you have to strip away the copyright protection and then convert it ... Many ways to do the latter, but the former is illegal in many countries and discussion of how to do so is not allowed on this forum.

Actually, as the owner of the DVD, you are permitted to make one copy. You can use Handbrake to make an iPad compatible version of the DVD movie, then move it into the Videos section of iTunes. From there, you can sync it with your iPad.
If the DVD is not copyrighted, you van use Handbrake and select the iPad profile as a file format. If your DVD is copyrighted, you will need to check if the law in the country you live in allows you to use a "ripper" software to remove the copy protection. Then use handbrake.
You are allowed to make one copy for personal use - however, in the US, you are not allowed to strip away the copyright protection that prevents you from making that copy. 🙂

And how is that enforced?
ASAIK, it is against forum rules to make illegal copies of DVD's. If there is copyright protection, you cannot put it on your iPad (at least not legally). If it is your personal DVD, you can 'rip' it onto your computer and then convert it using Handbrake into a .m4v file which is compatible with your iPad. Additionally, Handbrake has a preset for the iPad so you should just click on that and click start. If you're wondering how you would rip it, (again I am assuming you are not breaking the law here) you would simply find a dvd ripper software to do this. If the DVD isn't protected, any software would work.
It isn't, I'm sure... but that's beside the point. It is illegal, and while many people do it (including, ahem, myself) discussion of how to do it is not allowed on this forum.
You have to convert DVD to the format which is compatible with iPad, such as .mp4, or .avi format, you can use iMacsoft DVD to iPad Converter. and then sync the converted files to iPad with iTunes. Hope it can help you.
