Only if it was in the app when you last backed up the iPad on your computer's iTunes - in which case you can try restoring the iPad (which will restore the whole of the iPad to how it was at the time of the backup, you can't just restore a note or an individual app). Otherwise no, there is no undelete function on the iPad

Help! I restored the iPad to a backup that was done three days ago (i.e., all of my notes should have been there). The Notes app is still there, but now all the notes have disappeared. How can I get the notes back?

Are they associated with one of your email accounts - have you tried logging into your email accounts and looking for a Notes folder on them ?
You can set whether notes that are associated with IMAP based email accounts are displayed as a folder in the Mail app or in the Notes app by selecting them in Settings > Mail, Contacts, Calendars and setting Notes to 'on' (Notes app) or 'off' (Mail). If you have them set to display in the Notes app then you can use the Accounts button above the list of notes to show a different account.
