Cannot reset password

I can't reset a user password, even though I have been able to change my admin password. When I try to log in to this user account it says I can't log in at this time or words to that effect. I have tried to change it through system preferences and with a disc for 10.2 which I have used to change passwords in the past. I do not have a 10.4 disc. To make matters worse my file vault password is not working; file vault is not activated.

Ouch, never use an older OSX Disc to try to do anything on a later version of OSX, big troubles that may not even be repairable will occur.

Safe Boot, (holding Shift key down at bootup), & use Disk Utility from there to Repair Permissions, reboot once more.

PS. Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive.

If really desperate you might try this...

Starts up like the first time you buy a new Mac, but after filling in all that info again, you should have access to the computer and the other Users & files will still be there... give the new User a different name than an existing one.
