Why won't iTunes let me drag and drop audio files, either to load or arrange audio files?

I can copy files into iTunes manually but it wont let me drag and drop. Likewise, I cannot drag and drop between playlists. Once in a playlist, I can't arrange the audio files, other than sorting alphabetically (either ascending or descending) I tried toggling the sort switch, but, still no go. What am I missing here?
