My double tap to zoom doesn't work, what's wrong?

1. I have an early 2011 Macbook Pro, doesn't respond to the double tap move. I'm using GoogleChrome, do browsers make a difference?

2. Also I noticed that the swipe feature is no longer there. For instance I used to swipe left or right to go either backwards or forward on a page I previously clicked. Any advice how to get that back as well?
