Power Mac G5 2GHZ DP/PCI X(XB34800...) won't start up

I recently purchased a used Power Mac G5. I have never owned a mac and I really wanted one, but didn't have a lot of mula. I picked purchased this PowerMac G5 up w/o an HD trusting that it worked. I put in HD and nothing... NO RETURNS, UGH! What was I thinking! Anyways, so I'm trying to fix...

What I have already happens

1. Plug PSU in, get a click (sounds like it is coming from PSU)

2. Press Power button, LED turns on (no blinking)

3. Get a click

4. Fans turn about 1/8 of a rotation.

5. let go off button, LED turns off.

Thats all I get... no boot tone, video, or anything

What I have done

1. Reseat Video card (Check)

2. removed battery, Tested Battery Voltage (Check)

3. Reset Logicboard/PMU (Check)

4. Taken CPU's off and put back on (Check, have not switched them though

5. No easily noticeable damage near CPU or anywhere on Logic board for that matter.

5. Removed Power Supply (it is the 600W one, not the 450W one) and plugged it in independent of rest of computer

a.(confirm clicking noise coming from PSU when I plug in)

6. Tested for trickle voltage (Check, ~5 Vdc)

7. Reassembled, put in different HD

8. still get same as above.

My gut feeling is that it is the PSU, but I get the trickle voltage so I don't know. Is clicking normal? Someone please help!

I hope it is no PSU or CPUs, otherwise I may have to give up and cut my losses before I waste anymore of my money : (
